Collective Barganing for Troy Educators
Path to Collective Bargaining Representation:
Achieving formal collective bargaining requires demonstrated interest from Troy’s certified staff. The initial step involves securing authorization cards from at least 30% of eligible teachers, indicating their desire for representation by the Missouri National Education Association (MNEA). Following this, a representation election would be conducted, requiring an affirmative vote of 50% plus one of all eligible voters. Upon a successful election, the Troy School District would be legally obligated to bargain in good faith with a duly elected team of Troy NEA teachers regarding salary, benefits, and working conditions for all certified staff. The outcome of these negotiations would be a legally binding collective bargaining agreement, subject to ratification by both the MNEA-represented unit and the Board of Education.
The Importance of Collective Bargaining:
The decision before Troy educators is significant. Consider the operational models of neighboring districts. Some, like Eolia, Silex, and Bowling Green, operate without formal collective bargaining, leaving salary, benefits, and working conditions determined solely by the board and administration. In contrast, districts such as Winfield, Warrenton, St. Charles, Francis Howell, Fort Zumwalt, and Wentzville engage in legally protected collective bargaining. This framework ensures that agreements on key aspects of employment are mutually agreed upon and ratified by both teachers and the Board of Education. It is crucial to recognize that while the Board of Education establishes district policies and regulations, these can be altered unilaterally in the absence of a binding agreement. A collective bargaining agreement provides a crucial layer of stability and shared governance, as its provisions cannot be changed without the consent of both the teachers’ representative and the Board.
